There exist two versions of this song: one on Fanfare and the other (longer and recorded later) on the Timewatch EP.

The phrase "the rise and fall" is usually used to speak of fortune (the wheel of fortune), but here it might also be an evocation of sexual intercourse for the song is more about love and passion than about fortune.
